Frank Payne, 71, of Jefferson County, Dandridge, TN, formerly of Gilmer County, GA, died July 14, 2003, in Jefferson City, TN. He was born October 5, 1931, in Pickens County, GA, the son of Joseph B. and Mattie Gaddis Payne. He is survived by his wife, Mickie Payne; son, Michael Payne; grandchildren; great-grandchild; sisters, Marjorie Wetzel and Ruth Jones. Graveside services were held July 26, 2003 at the East Ellijay Church Cemetery. Bernhardt Funeral Home was in charge of the arrangements.
